Curse-gaming.com is the only place you'll ever need. Blizzard not only allows user created mods but they support them.....they are free of spy ware and very much legal.
Your head will exlpode at first when you try to figure out what you want/need so i suggest getting a package ui that comes with lots of stuff already set up like Cosmos or Insomniax.
